The Pennsylvania Commonwealth Court reversed the trial court’s order that enforced a subpoena directing four school employees to appear at an administrative hearing before the Pennsylvania Department of Human Services. The Commonwealth Court held that the trial court’s order to enforce the subpoenas was a collateral order appealable under Pa. R.A.P. 313(b), and that the trial court had jurisdiction to enforce the subpoenas under 71 P.S. § 200. But because the trial court did not address the school employees’ objections to the subpoenas, the Court vacated the trial court’s order and remanded the matter for further proceedings on those objections and a cross-motion for a protective order.
