In City of Pittsburgh v. Workers’ Comp. Appeal Bd. (Donovan), the City sought review in the Pennsylvania Commonwealth Court of the order of the Workers’ Compensation Appeal Board, which granted the Modification Petition and Petition to Review Compensation Benefits filed by Donovan and to reinstate his total disability status as of November 13, 2017. The Commonwealth Court affirmed, finding that the Court’s recent decisions supported the Board’s decision.
