In Bell v. Wilkinsburg Sch. Dist., an en banc panel of the Pennsylvania Commonwealth Court affirmed an order from the Court of Common Pleas and ruled that a school district violated the Charter School Law, 24 P.S. ยง 17-1726-A(a). The district had provided typical bus service for charter students. But the district decided to cancel bus service and instead issued free passes for the local public transit. The Commonwealth Court held that the school district violated the Charter School Law because the district did not receive prior approval from the Department of Education.
